You should install the current version, 3.14 (soon to be 3.15).
I don't think it will affect this particular problem but it's always
best to stay up to date.

You are experiencing "Can talk but not listen" syndrome, explained
in detail in section 6 of the KERMIT.BWR file that accompanies the
current version of MS-DOS Kermit:
